一、計畫目標： 國科會為將具原創性且有重大商業潛能之科研成果推展至市場，提升研發成果商業化之可行性，以達成衍生新創公司或銜接跨部會 新創資源接棒育成之目的；徵求符合政府產業創新政策推動方向且為破壞式創新技術之創業計畫。
二、因與國科會育苗計畫性質重疊，自本梯次起，新藥與醫療器材等需經衛服部取證才可上市的新創團隊，將無法申請萌芽案，萌芽案團隊請改為申請育苗計畫。
三、新藥團隊如欲申請拔尖案，須先行完成CDE/FDA諮詢，確認IND送審清單內容與規劃後，始可申請。
四、醫療器材團隊如欲申請拔尖案，須符合下列其中一項條件，方得申請：
1. 完成產品規格制訂與試量產測試驗證，經衛生主管機關判定具明確上市途徑、且為中風險等級以上之醫療器材；
2. 若現階段為LDTs產品，則須完成LDTs申請文件並有明確往IVD發展之規劃；
3. 取得US FDA突破性醫療器材資格(Breakthrough Devices Program)認定。
五、申請機構： 須透過科研成果產業化平台，即本校產創處國際產學中心進行提案申請。
六、申請期限與方式：
- 申請期限：即日起-114/8/6
- 申請方式：114年8月6日(三)前繳交以下資料寄交本校產創處國際產學中心：
- 計畫構想書(簡報電子檔(附件2-3)
- 提案基本資料表電子檔(如附件1)
- 如欲申請拔尖案者，另應加附：
- 投資人評估報告(如附件4)
- 未來新創公司CEO人選簡歷(不限格式)
- 創業所需運用智財權已向執行機構提出技術申請作價申請之證明文件(該證明文件須含智財清單)
七、初審審查機構：本計畫由科研成果產業化平台建立初審機制篩選申請案，經審查通過後推薦函送國科會。

In order to promote original and commercially promising research outcomes to the market and enhance the feasibility of R&D commercialization, NSTC seeks to foster the creation of spin-off startups or facilitate the transition to cross-ministerial startup incubation resources.

Application deadline: August 06, 2025
Due to the overlapping nature with the NSTC Sprouting Program, starting from this cohort, startups involving new drugs, medical devices, or other products that require certification from the Ministry of Health and Welfare before entering the market will no longer be eligible to apply for the Germination Program. Such teams are advised to apply for the Sprouting Program instead.
3.For new drug teams applying for the Top-notch Program, they must first complete consultations with CDE or the FDA to confirm the IND submission checklist and development plan before applying.
4.For medical device teams applying for the Top-notch Program, they must meet at least one of the following criteria to be eligible for application:
Completed product specification definition and pilot production testing and verification, and the product has been determined by the competent health authority to have a clear path to market and is classified as a medium- or high-risk medical device;
If the product is currently classified as an LDT (Laboratory Developed Test), the team must have completed the LDT application documents and have a clear plan to transition toward IVD (In Vitro Diagnostics) development;
Obtained recognition from the US FDA under the Breakthrough Devices Program.
5.Application Method: Application must be submitted through the Science Research Industrialization Platform, i.e., International Industry-Academia Center at NYCU.
6.Application Requirements: Interested applicants must submit the following documents to the International Industry-Academia Center by August 06, 2025 (Wednesday):
- l Pre-Proposal (refer to Attachments 2-3)
- l Proposal information form (refer to Attachment 1)
- l For Top-notch case applications, additional documents are required:
- l Investor evaluation report (refer to Attachment 4)
l Resume of the proposed future startup CEO (no specific format)
l Proof of intellectual property rights application and valuation submitted to the executing agency (including an IP list)
7.This program will undergo a preliminary review process established by the Science Research Industrialization Platform. Pre-Proposals that pass the review will be recommended to the NSTC.
